Mills constant payout

I have a Mills lion front and every time I pull the handle it pays two coins weather its a winning payout or not. I have been thinking it is the safety slide? If so how do you check it? It seems free?

Not the safety slide. The cherry horizontal payout finger is not holding the first payout slide. The front edge maybe worn and allowing the payout slide to slide back. Also check the spring on that bottom payout out finger to make sure it is returning the finger into position the hold the payout slide.
