Very nice slot machine and as Jennings had different models called the Star Chief this photo clarifies the model you have!
That model with the Top Marque was usually called the "Governor"!
Each casino had their own lighting configuration on the "Candle" and this one probably used a different color for each Jackpot as to amount!
Mostly for security reasons so the Floorman and/or slot supervisor could see how many jackpots were hit on a particular slot machine from a distance to make sure a slot cheat or "Cross Roader" was not manipulating a particular slot machine!
As to the wiring, follow the wires in the cabinet from the candle and see if they go to a micro switch of some type either on the vertical payout finger assembly or the payout slides!
One wire would go to a drop down transformer and the line voltage for each bulb should go thru a switch so as to designate the different payouts, this probably would have been done by a group of switches on the vertical payout finger assembly rather than on the payout slide assembly!
It is possible a previous owner of the slot machine reconnected the wired so the lights were always on for home usage!
