Nice machine; IMO it looks good cosmetically, so I suggest you concentrate on getting the mechanism (and jackpot) in good working order.
Although it was manufactured by Mills (I'd say late 1926-early 1927) as an Operator Bell model, it was revamped (modified) a couple years later by Lincoln Novelty Co.
The lower front casting of the Operator Bell model (which did not have a jackpot (JP)) was replaced with a different front casting to update the machine with a JP front, which was rapidly becoming more popular at the time.
As a result, You now have what I would just call a Mills JP Revamp model.
As 63mini points out, you are not missing the coin entry (seen in photos), but I don't know if you have all the parts you need.
