Hello,
I just acquired a nice Mills Little Perfection trade stimulator. I have the key so I can open the coin compartment at the bottom rear, but the top, which hinges open from the front, is locked. Is there a latch on the inside which releases it?

Yes; there is a latch on the back of the front.
Open the back door; use a flashlight and look up in front of the reels;
you'll see the latch; simply unhook it and the top opens from the front.
