Sounds like you have two different problems, if the fingers are rubbing against the disc could be that there is to much spring tension pulling the fingers, I had this issue before and softer springs fix it, also ck for worn parts if there is to much play in the vertical pay out push back lever assembly pivot points then it may not be pushing the vertical fingers back far enough.
Now if the reel stop lever for the first reel engages the star wheel to soon it could be a timing bar issue, wrong stop lever, broken or worn parts, with the mech out activate the mech and stop the clock right away before it starts to spin, slowly let the clock unwind and watch the timing bar as it starts to move back, watch as the reel stop lever comes off the timing bar and engages in to the star wheel, if it comes off to early you will need to find out if the timing bar or stop lever is the cause, possible that the first reel and second reel stop lever were reversed at one time.
Also ck the brake wire adjustment, if it is too tight the reel wont spin spin properly.
