The machine is a late model Mills Hightop.
I am guessing it was made in the late 50's.
They are not rare.

It is probably a counter that counts the number of jackpots (7 7 7) were hit.
This was needed because it is a hand-pay jackpot and the operator needed to know how many jackpots were paid out.
I am guessing the two counters counted the same. One was visible from the outside so they didn't need to open the machine.

when i first opened it up the front counter seems to have been disconnected from the mechanism it looks like it requires power but the one on the back inside is attached to the mechanism but it doesnt move or have anything attached to it leading into the machine .does anyone know the name of it
